Worn by the Surgeon, this coat is found in the CEO's office at the Red Racer factory. To obtain it, one can kill the Surgeon and loot their corpse. Alternatively, one can obtain the coat without killing them by reverse-pickpocketing better armor into their inventory, then pickpocketing the coat when they equip the better armor. Wearing the ghoul mask helps, since the Surgeon is part of the feral ghoul faction.
