The NCR Ranger Veteran commander is the leader of a group of NCR Veteran Rangers in 2281.
Background[]
After dealing with the brunt of the legionaries inside Hoover Dam, he appears just outside the Hoover Dam checkpoint with a group of four NCR Ranger Veterans during the final stages of Eureka!, offering assistance on the final stretch to the Legate's camp.[1]

The commander and other Veterans will not follow the Courier into the camp.
-It IS possible for the commander to follow you through the Legate's Camp. Usually picking the option for the rangers to follow you in the checkpoint area works. The other rangers won't follow in the camp but the commander has a 50/50 chance he'll follow you til the end and help assist in the fight against Lanius.
