Happy Harry is a short, jovial man who runs the main shop in Vault City's Courtyard, named after himself. He always seems to be very happy for some reason.

He sells a wide variety of products, ranging from weapons and armor to plows and other necessities for the outsiders living out an existence in the slums of the city.
He also has some equipment on himself (an AK, a shotgun, two 10mm SMGs, some light armor) which can be stolen.
