Found in the Yao Guai Den in the Yao Guai Tunnels on top of a metal box north of the big pool of water.
The Yao Guai Tunnels are located West of Charnel House and North West of Smith Casey's Garage. Note that if you have the Animal Friend perk the Yao Guai will not attack making this bobblehead easy and uneventful to obtain.
