8号避难所是十七个控制避难所之一，战后两年开放。[2]靠着他们的GECK，居民们在避难所外建立了一座城市。[3]这座城市依靠一个控制其扩张能力的反应堆。[4][5]马丁位于下层，负责看管指挥中心的设备。[6]

第一層[]
在外部防爆门和一条长长的钢制走廊之外，是一扇Seal'N'Safe 343型保险库门，以及一扇气闸和安全门。特洛伊医生就位于这里，可以治疗肢体残废和辐射中毒。他是两个任务中的关键人物，给他提供捷特样本和为捷特制造解毒剂。如果获选者成为警卫队长，马库斯可以接受特洛伊医生的治疗，并移除所有卡在他体内的子弹。

第三層[]
这一层被一个红色的安全门分成两个不同的部分。有会议室、图书馆和电脑核心。在一个十字路口有一个储藏室，所有避难所的基本用品都存放在储物柜中。
第二部分，实际的指挥中心，由一扇亮红灯的安全门隔开，门外是安全站和避难所的军械库。远处就是主控制室，那里是中央电脑，是水处理电脑的主控站。最后是监督者房间，他的液压基座和控制座椅就位于这里。
