President Xin is also quoted in saying that he has definitive proof that the US was behind the sabotage of their oil platform and formally requests that an international panel be appointed to investigate.Sierra Depot GNN transcript

President Xin is a mentioned-only character in Fallout 2.

Background[]

The leader of China in 2073, President Xin contested the United States' claim on the world's remaining oil reserves.[1] He claimed the Chinese drilling platform project was scheduled to be completed well ahead of the U.S. equivalent, but experienced a series of accidents, delaying progress significantly.[1] In response to the United States announcing their success, Xin released a statement that he has proof of U.S. sabotage on the Chinese oil platform, subsequently requesting a formal international panel be appointed to investigate.[1]

Appearances[]

Xin is mentioned only in Fallout 2.

Behind the scenes[]

  • Chairman Cheng is referred to as the leader of China in other games.
  • Xin is never mentioned outside the Sierra Depot GNN transcript, which was written by Chris Avellone and stated in multiple Fallout Bibles that the holodisk required serious revisions and parts to be dropped from continuity entirely.[Non-game 1][Non-game 2] It is unknown if President Xin is, in-fact, a real person or canon. All mentions of Chinese leadership past the Sierra Depot GNN Transcript have been of Chairman Cheng who is consistently referred to as the leader of China from Fallout 3 onwards.[2]

Non-game

  1. Fallout Bible 6: "In the official universe, Skynet is not his real name. Like some other aspects in the Sierra Army Depot (i.e., the news reports), it needs to be revised into the timeline. Sue me."
  2. Fallout Bible 7: "Same with some aspects of the Sierra Army Depot (the news holodisk, Skynet's "name," etc, etc). At some point I'll put together a list of things that are going to be dropped from continuity because they are so painful they make sitting on the can squeezing out a load of superheated plasma seem pleasurable by comparison."
