The quest is started by traveling to the entrance of the [[NCR Correctional Facility southwest of Hidden Valley. Upon first arriving there, the only entrance is to go through the visitors center, which is protected by the gate guard, Dawes. In order to gain entrance, the player character can either pay the 100 caps toll, pickpocket the key from Dawes, or simply kill him undetected and take it.
If the player character has completed Run Goodsprings Run for Joe Cobb in Goodsprings, he will mention sending word back to the prison so Dawes will know to let them get in for free.
On the other side of the visitors center, inside the prison walls, the Powder Gangers' leader, Eddie can be found in the administration building located at the north end, residing in the office on the 2nd floor. Speaking with Eddie and asking for work will trigger the side quest I Fought the Law.
