One NCR riot officer is in The Crow's Nest slumped over the window facing the High Road Entrance on the opposite side from the sniper rifle and ammunition boxes. He can easily be seen due to his riot gear standing out from the dusty wall beside him.
Another NCR riot officer, wearing the complete unique Elite riot gear is located on the top floor of the Third Street Municipal Building. It can be reached via the sewer pipe which connects floors two and three.
The satchel charge near the Riot officer in The Crow's Nest will cause him to fly through the window into the crevice, making the Advanced riot gear unobtainable unless one uses console commands or leaves The Divide, returns and fast travels to The Crow's Nest.
