The ghoul refugee is a survivor of the super mutant invasion in Necropolis around 2161.
Background[]
Mutants razed Necropolis after Set asked the Vault Dweller to give the super mutants at the Watershed a dirtnap. This attack killed many ghouls and sent others fleeing. Other ghouls also survived and stayed behind in the now truly city of the dead. Aside from some information learnt through a conversation, this ghoul serves no purpose.
