Paul Pembroke is a resident of Diamond City in 2287. He is the husband of Darcy Pembroke and the father of Pete Pembroke. He can initially be found inside the Colonial Taphouse, confronting Henry Cooke.
Background[]
Twenty years ago, Paul was a robber who took part in a massive heist on Marowski's chem warehouse in Quincy alongside his friends Malcolm Latimer and Henry Cooke. After they split their heist rewards, Cooke gave a photo of the event to Paul, who has kept it with him ever since.[1] Marowski put a huge bounty on the robbers, but he never found out who they were.[2] Paul then married Darcy, who was at least partly attracted by his newfound wealth (though she did not know about his involvement in the event.) He promised that he would fulfill her dream of someday making it to the Upper Stands of Diamond City.[3][4]
However, Paul eventually grew distant from his former partners. Both of them used their money and became successful, while Paul made a series of bad decisions and lost most of his money. His ensuing efforts to regain wealth, including various disreputable and potentially dangerous get-rich-quick schemes, have also not had any luck.[5][6] He became jealous and began to feel that Malcolm and Cooke were looking down on him for his incompetence, and he ended up alienating his friends, leaving himself isolated.[7][8]
Paul's marriage also worsened. Tired of Paul's failures, Darcy began complaining to Cooke and eventually even started an affair with him. Paul is aware that his wife is cheating on him with his former friend and is none too happy about it.[7][9]

Quests[]
- Diamond City Blues: After witnessing Paul's argument with Cooke in the Colonial Taphouse, speaking to Paul will start this quest; Paul will ask for the Sole Survivor's help in confronting Cooke over his affair with Darcy. Depending on the ensuing confrontation, he or Cooke may kill each other, or Paul may be convinced to not attack Cooke. If Paul and Cooke are both present and Paul is convinced to remain calm, he will automatically be part of the ensuing heist. Otherwise, his involvement is optional. However, if he is recruited and he survives the heist, the heist reward must be split between Paul and the player character, either 50-50, 70-30, or 100-0, favoring the player character in the latter cases. The reward will also depend on whether or not Nelson Latimer was killed. Specific details can be found on the quest article.
- The Marowski Heist: Paul does not appear in this quest, but his death is the cause of the quest. This occurs only if Paul dies during Diamond City Blues.
Effects of player's actions[]
- During Diamond City Blues
If the Sole Survivor refuses to help Paul confront Cooke, he will head off to do so by himself. If he is followed into the Colonial Taphouse, the confrontation will play out as normal despite Diamond City Blues not having started.
- However, if one does not follow Paul into the Colonial Taphouse and instead leaves, after several days of time, Paul will have disappeared. Darcy will eventually come to ask for the Sole Survivor to help locate Paul. Cooke can then be convinced to reveal that he killed Paul in self-defense and disposed of his body.
- After Diamond City Blues
Depending on player actions, there are a number of outcomes for Paul following Diamond City Blues.
- Paul's death during Diamond City Blues, either from the bar confrontation or during the heist, will eventually lead to the quest The Marowski Heist; Darcy will ask the Sole Survivor about his fate and later tell them about her discovery of the Marowski Heist photo.
- After agreeing on a 50-50 deal, it is possible to steal Paul's share of the chems from the crates. As long as the Sole Survivor isn't caught doing so, they can steal as many as they want without affecting the outcome of the quest. However, once Paul picks up the chems, it is impossible to successfully pickpocket them from Paul as the pickpocket chance is always set at 0%, even at Level 4 Pickpocket.
- If the reward is split 50-50, Paul will start wearing a different set of clothing and take over from Cooke as the owner of the Colonial Taphouse upon returning to Diamond City, selling alcohol and chems. He will also take ownership of the Cooke residence.
- If Nelson Latimer was killed during the heist, Malcolm Latimer can be convinced that Paul was responsible for Nelson's death. This is possible even if Paul died during or after the quest. If Paul is still alive, Malcolm will then hire the Sole Survivor to assassinate him.
- If the reward was not split Paul 50-50, he will treat the player character with great disdain for the rest of the game.
- Colette
Paul has a special set of interactions regarding Colette, Cooke's daughter, who appears in Diamond City following Diamond City Blues. These interactions depend on Cooke's fate as well as whether or not he was angered by being given an unequal share of the chem heist rewards.
- If he was angered, and Colette is not satisfied by her first encounter with the Sole Survivor, he will later tell her that the player character killed Cooke (even if Cooke is still alive) after they talk to her and wait for some time. If the player character can then pass a Charisma check with Colette, convincing her that Paul is lying, she will kill him off-screen. Some Diamond City residents will comment on this event.
- An alternative outcome occurs if the player character helped Paul kill Cooke during the Colonial Taphouse confrontation and also does not anger Paul. After the Sole Survivor speaks to Colette for the first time, and makes her suspicious during the first encounter by refusing to reveal Cooke's fate but failing the Charisma checks to do so (or by walking away entirely,) Paul will greet the Sole Survivor by asking them whether they have met Colette. He will reveal that he is scared of what Colette will do if she finds out that they killed her father. There are two options:
- The player character can calm Paul down via a Charisma check, or by suggesting that Colette needs to die provided that Paul is not yet ruthless.
- The player character can suggest that they need to kill Colette, and then decide whether they or Paul should be the one to kill her. If the player character opts to do so, they will be given a miscellaneous objective to kill Colette. She can still be left alive and interacted with, however. If Paul decides to kill her, he will immediately set off to do so.

Behind the scenes[]
Paul Pembroke shares several similarities to Walter White from the Breaking Bad franchise, including an alliterative name and a visual similarity (which is more evident in Paul's photo NPC, shown below). Furthermore, developer notes in Diamond City Blues and its post-quest interactions directly compare Paul's development to that of Walter White. The "PaulBreakingBadLevel" variable is, as script notes explain, used to count Paul's "Waltness," or how ruthless he has become. For example, when dealing with Colette, suggesting that she be killed will normally cause Paul to recoil and choose to leave her alone. However, if this variable has reached 1, then he will immediately agree that killing Colette is necessary.
