Willow is an associate of Highway Town in Appalachia in Fallout 76, introduced in the Burning Springs update. She is a voice box character, as she is the announcer for the public event Sinkhole Solutions, but is only heard as part of the event's announcements and does not appear physically.
Background[]
Willow is working on behalf of Highway Town, a settlement in Burning Springs that has apparently been having problems with hostile creatures, including radscorpions.[1] To combat the hostile wildlife in the region, Willow tracked them to Tycoon Lake and set up a device she calls the "Stomper" to drive these critters out of their nests. She created over eight versions of the Stomper during its development; the first version involved playing radscorpion mating noises from a speaker, which caused a close shave with death for Willow that she narrowly avoided. Realizing that this was a bad idea, she eventually perfected the Stomper to, as the name implies, stomp and cause disturbances in the ground where the creatures have their nests, thereby causing them to emerge from their hiding spots.[2]
While this still causes the radscorpions to exit their burrows in swarms,[3] that is the goal of Willow's Stomper project: bring the pests up to the surface so that they can be exterminated.[4] Her problem from this point on is that she needs a good way to actually kill the radscorpions,[2] but the Vault 76 dwellers can offer their assistance in eradicating the pests.[5] The combination of Willow's Stomper and the sandstorms in Burning Springs create ideal conditions for such an extermination, although earthquakes[6] and fiery heat emanating from both the nests and the dry Tycoon Lake itself during the storm add extra elements of danger.[7][8]
In her communication to the Vault 76 dwellers, Willow seems excitable and energetic.[9] She also frequently talks about how eradicating the creatures at the lake can improve the fame and storied reputation of the Vault 76 dwellers.[10][11] Willow's mother used to advise her that violence would not solve anything; in exterminating the radscorpions and other creatures, Willow aims to prove her mother wrong, championing killing the hostile creatures.[12]

There is a cut NPC in the game's files that would have marked Willow's physical appearance. Her full name would have been Willow Morgan, and other information from this NPC record can be found in this article's infobox. She also wore the same set of apparel as the mystical junkie merchant, a random encounter character that was cut from the Skyline Valley update. However, Willow's physical appearance was also cut from the final version of Burning Springs, and she is relegated to her voice announcements during Sinkhole Solutions.
