Willow is a ghoul, the self-proclaimed sentry of the Underworld in the year 2277.

She has less than friendly views of the Brotherhood of Steel and Talon Company, referring to them as "those assholes."

She can usually be found on the Mall, wandering around just outside the entrance to the Museum of History.

Notes
- She persistently addresses the Lone Wanderer as a "tourist".
- She will not help the Lone Wanderer kill super mutants, even if you are being attacked. She will defend herself if attacked. She will cease fire after the death of the super mutant that hit her, though, and other super mutants will not open fire on her.
- Though Willow says that super mutants don't attack ghouls, when ghoul wastelanders spoken to in the random encounter "Ghoul-Friends", the ghouls will say "We were on our way to Underworld, but we couldn't get past the super mutants". This apparent contradiction is unresolved within the game.
