Commander Whitney Gould was the director of Sugar Grove's Signal Intelligence Analysis Division, working for the Defense Intelligence Agency before the Great War.[1] She warned personnel about how they should not associate with contractors,[2] archive intelligence correctly[3] and clear all external communication,[4] or else they would face strict punishment.


Whitney Gould is mentioned only in Fallout 76.
