The note can be found in Athens, in a small, three-story apartment building (not the large ruined building with the apartments sign) on the west-central side of town, accessible via a fire escape or the rooftops. The note is on a dresser in an accessible apartment on the top floor.

What makes their lives more important than ours? Why shouldn't we go out and scavenge for ourselves? Don't bother answering. I know what you'll say.
