Detailed walkthrough[]
Note: Many of the marked targets during this quest are involved in the NCR side quest Restoring Hope, thus completing this quest will cause that one to fail. Other quests that begin in or involve Forlorn Hope can be completed if they are finished first.
The leadup to the quest is started by traveling to the town of Nelson east of Novac. One will encounter the Ranger, Milo following the road, and he will warn them against entering the town currently controlled by the Legion; if one declines to help him, thus avoiding the side quest Back in Your Own Backyard, Milo will offer a more direct warning that he will likely have to kill them if he thinks they are cooperating with the Legion in any way.
Upon getting close to Nelson, a Legion explorer will intercept the player character, and depending on one's reputation with the Legion, will either be escorted to speak to their commander, or the entire town will turn hostile. The former will result in being brought to the Nelson barracks after a screen fade, where the decanus leading the Nelson takeover, Dead Sea is met. Speaking with him, one can declare that they are going to help the Legion by slaughtering the command structure at the NCR's Camp Forlorn Hope to the north. Dead Sea will not be impressed, remarking that "A vow without action is breath across the lips, nothing more." and triggering the quest.
The objective will direct the player character to travel to Camp Forlorn Hope and kill the 4 marked targets to ensure the camp's collapse: Major Joseph Polatli, Quartermaster Carl Mayes, Technical Sergeant Reyes, and Dr. Alex Richards. Depending on one's reputation with the NCR, they can enter the camp without being immediately attacked and kill each target undetected; in this manner, the other occupants do not have to be killed and the quest can continue as normal.
- Note: Many soldiers at Camp Forlorn Hope can level with the player character, and around higher levels e.g. Level 16+, one can expect to see NCR heavy troopers around the command center and NCR Veteran Rangers in the watchtowers.
- Note: Completing this quest may become more difficult if Three-Card Bounty was completed, or advanced to the point of turning in the bounty for Driver Nephi, which will cause the members of First Recon's Alpha Team to relocate to Forlorn Hope; this includes having Lt. Gorobets and Cpl. Sterling appear in the command center where Polatli and Reyes are found, and may detect attempts to perform a stealth kill.
Once the officers are killed and Forlorn Hope thrown into chaos, return to Dead Sea, who will express his gratitude and reward them with his personal weapon, Liberator, completing the quest and garnering XP and Legion fame.

- Completing this quest unlocks a unique interaction with Papa Khan of the Great Khans at Red Rock Canyon, where speaking with him afterward will lead to him naming the Courier his successor as chieftain. Silently killing him after this exchange results in attaining leadership of the Khans, which one can use to send the Khans to support the NCR during For the Republic, Part 2.
- Completing the NCR side quest Back in Your Own Backyard by rescuing the NCR troopers or mercy-killing them makes Dead Sea permanently hostile toward the player, preventing this quest from being completed.
- Completing this quest does not create a Legion presence at Camp Forlorn Hope and NCR forces will continue to spawn at the location for the rest of the game.
- Completing this quest by killing Maj. Polatli will fail the NCR side quest No, Not Much but will not fail Bitter Springs Infirmary Blues, although it does inhibit the quest from being started.
Behind the scenes[]
The quest name is a reference to Mark 5:9 of the New Testament, in which Jesus of Nazareth asks a demonically-possessed man about his name, to which he replies: "My name is Legion, for we are many."[1]
