Background

Wayne Delancy is a resident in Goodneighbor, who murdered Miss Selmey and her child, resulting in the Sole Survivor being tasked by Kent Connolly with hunting him down and killing him as the Silver Shroud. He is found in an alleyway behind Hotel Rexford.
