The Water merchant guard is a resident of the Water Merchant district in the Hub around 2161.
Background
He works for the Water Merchants in Hub. His job is pretty straightforward; he protects the water supply from anyone who is a non-member of the merchants, and the Master Merchant from people who might want to take over the business.
Interactions with the player character
Should the player get anywhere close to the water pumps that feed the reservoir for the water merchants, he won't hesitate to shoot[1].
