Virtual Strategic Solutions Inc. also known as Virtual Strategic Systems (abbreviated VSS Inc.) was a pre-War company which worked as a private contractor for the U.S. Army, developing virtual training aids for various combat situations. At its VSS facility in Washington, D.C., they produced the virtual reality Anchorage Reclamation simulation.

Interestingly enough, Virtual Strategic Solutions is believed by some to be responsible for creating a simulation designed to subdue the entire population of Earth in its "game".[1]

Virtual Strategic Solutions Inc. is mentioned in the Fallout 3 add-on Operation: Anchorage, appearing at a location known as the Outcast outpost and mentioned on terminals in the facility at Bailey's Crossroads. In the Fallout 4 add-on Far Harbor,[2] and in Fallout 76.

"I wouldn't concern yourself with it too much, Arnold. Virtual Strategic Systems is a vetted contractor. They already put together a fancy little set-up for the boys down in DC. They've said your VR system should have enough storage to house the Library of Congress, need be, but that it won't be able to do much more than that until their tech installs the sim software. Her credentials should be coming across your desk in the next couple days. Also, word is command's got some new plans for the Democracy. Sounds like the sub's going to be getting deployed sooner than expected. Contact me if you have any questions once formal orders come through.
