The Vietnam War, also known as the Second Indochina War, was a proxy war concurrent with the ongoing Cold War engaged between the armed forces of South Vietnam, the United States, and their anti-communist allies, and the armed forces of North Vietnam, the Viet Cong and their pro-communist allies.
Background
In our world, the North Vietnamese government and the Viet Cong were fighting to reunify Vietnam under communist rule. They viewed the conflict as a colonial war, fought initially against forces from France and then America, as France was backed by the U.S., and later against South Vietnam, which it regarded as a U.S. puppet state. The United States and their allies withdrew from Vietnam, allowing the North Vietnamese to capture Saigon and end the conflict.
Due to Fallout's divergence from the real world timeline, it is unknown if the war played out the same in the game timeline as it did in our own.
It is possible, that in the Fallout world, the United States government declared war on North Vietnam as this seems to be said in one of the radio announcements in the intro of Fallout Tactics.
