The Vault-Tec rep is a representative of Vault-Tec in 2077, who informs the Sole Survivor that their family have been approved to move in to Vault 111.
Background
The Vault-Tec Representative calls on the Survivor shortly before the bombing of the Boston area in 2077, when he asks them to fill out paperwork to complete their family's vault reservation. During this conversation, players may note despite his cheerful behavior, the Representative is clearly anxious of the possibility of a nuclear war.
Upon completion, he thanks the Survivor before being inexplicably cut off by the door abruptly closing. After the alarms ring out, he is then at the front of the crowd of people pleading for access to the Vault but being denied entry by the soldiers, despite him being a Vault-Tec employee. He tries to force his way through, in which he backs down with a soldier preparing to fire at him. He is last shown at this part, making threats to report this incident before fleeing the area.
He survived the war, but became a ghoul, due to radiation. Since then, he has taken up residence in Goodneighbor and can be found in Hotel Rexford. If met, the Representative expresses shock that the Sole Survivor has not changed since they last met from over 200 years ago. In stark contrast to his mood at the beginning of the game, he expresses depression and is vengeful for how Vault-tec had abandoned him as he was not on the "list". The Representative also mentions he had no idea on the experiment that Vault 111 had conducted as he was only meant to "roll call" the potential occupants. Furthermore, he claims after the Great War, he struggled with the psychological trauma and bias as a ghoul in which he could not live in Diamond City, did not want to live in Sanctuary Hills due to the "insane" behavior of Codsworth, and has given up hope since. Upon finishing his rant, the rep hints that the Sole Survivor was the last friendly person he had met right before the Great War altered his life. From there, the Sole Survivor can convince him to move back to Sanctuary Hills, as long as they pass a small Charisma check. If given an occupation, he partially regains his cheerful behavior prior to the war.

Other interactions
Interacting with the representative prompts the player character to choose their SPECIAL stats for the first time and enter a name for the Sole Survivor.
He can be found in the Hotel Rexford in Goodneighbor. When talking to him you can convince him to come to one of your settlements and work as a settler.

- The Wednesday, October 6th service log at the Red Rocket truck stop mentions him as being an "uppity asshole."
- If recruited and sent to a settlement, the Vault-Tec Rep will say lines about how Vault-Tec kept him in the dark about their experiments.
- Remarkably, the suit is grime-free after two centuries.
- If assigned to a level 3 Trade vendor in a settlement, it will still be a level 3 Trade vendor but will stock a significantly higher amount of items and can occasionally have a rarer item in stock but will not have tier 4 Trader inventory

Bugs

He can get stuck in a dialog loop and repeat the line "You're going to come visit, right?" forever. This makes it impossible to purchase items from him. The bug appears to randomly fix it self after an amount of time.
