The utility worker ID is a miscellaneous item in Fallout 3.

Found next to a skeleton in the Olney sewers in the same room as the maintenance protectron.

If the protectron is activated, it will go on patrol and will ask the Lone Wanderer for their worker ID if it gets close enough. After being scanned, it will remove the ID from the player's inventory.
