Sorry for missing your message in chat. I can appreciate you reaching out on behalf of another user but our wiki has had a very stern policy regarding checkuser since we acquired the rights. His IP address matched with several known problem usernames and he has admitted to having multiple wikia accounts. IP addresses are very unique, so a coincidental match is quite unlikely. I admit that I do not fully know how the checkuser mechanism works, but I have been assured that a match to another account is considered to be sufficient evidence to connect two accounts to the same individual. There has been a past incident where a user contested a sockpuppet ban, and through discussion it was determined his explanation for the match was credible and it was rescinded. I believe this had something to do with identifying the IP as belonging to a public area, though I could be mistaken on this.

The caveat is that in order for us (as an admin team) to investigate is that we have to ask questions which would violate Wikia's Terms of Use regarding personal information, which is something we don't take lightly. As such, I (and other admins) will likely uphold the ban given to Rainbow. If he or you wish to pursue the matter further, I would advise messaging one of the admins with checkuser rights, either [[User:Jspoelstra|Jspoel]] or [[User:Kingclyde|Clyde]]. In his case he would have to contact them through Community Central. If you wish to you can direct VSTF members to contact them regarding this issue, but I don't know how much of an affect they will have on the final decision.
