With Broken Steel, it's easy to get all skills to 100 and SPECIAL TO 10. I start out with a SPECIAL of 6 6 6 2 8 6 then get Ant Might or Sight. From there wait to get the bobbleheads until level 30 and get Almost Perfect. Then get all the bobble heads.
