The United Vault Technicians Bloc was one of many voting blocs assembled in Vault 11, created to influence fellow vault dwellers' votes and to ostensibly provide a form of mutual security. They are mentioned in the Vault 11 terminal entries, having endorsed Donna Haley for overseer, accusing her of being an adulteress and communist sympathizer.
