Produced by the United States Army before the Great War, the U.S. Covert Operations Manual provides training and information to its personnel in the art of subterfuge. The manuals were not intended for public circulation and were marked "Authorized Eyes Only."
In Fallout 4, each copy found by the Sole Survivor provides ranks of the Covert Operations perk, which permanently increases the ability to sneak. In Fallout 76, each issue provides a different, temporary perk that lasts for a real-world hour.
