Tumblin' Joe is a deceased wastelander in Appalachia. His body can be found next to a tall tower at the New River Gorge ropes course.
Background
Tumblin' Joe was being chased by mole rats when he stumbled across the ropes course. Using years of gymnastics training, he narrowly avoided the pursuing creatures and reached the end of the course at a large tower. He was thinking about making it into a personal fortress when he slipped and fell off the tower to his death.[1]

Behind the scenes
After level designer Steve Massey told another designer to "spice up" the New River Gorge ropes course, said designer decorated the final tower and added Tumblin' Joe, whom Massey referred to as one of the first NPCs in the game. Massey found Joe and his note hilarious, and helped the designer polish the work.[2]
