The note can be found in the Aquarium of the Atlantic in Atlantic City, on a counter directly across from where one spawns in after entering from the Showman's Pier, during The Most Sensational Game.

Guess I'm trapped down here. Tried to do the honorable thing by making sure everyone else got back to the surface safe and sound but now I'm stuck.
Damn elevators won't move. Tried everything I could on my end, must be a problem up top.
Oh well only a matter of time until someone finds me. This place is pretty well stocked so I'll be alright.
