Tom Dooley is a cut non-player character still present in the game's files of Fallout: New Vegas.

Tom Dooley has a script package denoting him as a merchant, placed in Freeside in the map cell with the bodyguards, but disabled. He may have had interactions with the cut character Betsy the Brahmin.[1]
