- Toilet paper can generally be found in restrooms across Appalachia.
- Twelve can be found in a open safe on top of a tree trunk in the river between the Valley Galleria and Ransacked bunker map markers.
- Eleven can be found at Van Lowe Taxidermy. Three are in the locked supply closet on the first floor, one is in the second floor bathroom, and seven are found in the top floor bathroom.
- Eight can be found at the Red Rocket Mega Stop.
- Seven can be found in cabins north of the Whitespring Resort.
- Five can be found in the Whitespring Resort.
- Four can be picked up in the women's bathroom at Quentino's Night Club in Atlantic City. (instanced location)
