To the arbiter is a paper note that was cut from Fallout 76, introduced in the Expeditions: Atlantic City update part two, America's Playground.
The note is intended to be associated with the quest Regent of the Dead, but has no reference records and does not appear to be implemented in-game.

To my most consequential friend,
My time on this earth has made me an incorrigible cynic. When we first met, I certainly did not expect you to stand by my side. A complete stranger, and one universally hated by her own organization at that. The odds were against our partnership.
Nevertheless, you surprised me. You gave me a chance. Even at my age, there are experiences I had not yet gone through. No one, not even my own brother, ever gave me the opportunity to prove myself. To rise above my birth and carve out my own path. At every attempt, I was faced with not only opposition, but my own death.
Here I am, still breathing. And here you are. Of course, I don't know your intentions. Maybe you saw something in me. Maybe you just hated Fabio Mondadori. (Who could blame you?) Either way, your actions benefitted my interests, and it would be rude of me, neigh cruel, to not say thank you.
That would be the ultimate purpose of this letter. To say thank you. For everything. You will always have a friend in Atlantic City.
