Having no experience caring for children refugees in his career, the doctor requests help from the Courier in tracking down these reference materials. It is a miscellaneous item, and cannot be used or read.

It can only be bought or stolen from Blake at the Crimson Caravan Company. To steal it, it is located on the bottom shelf to the left of Blake, between two cartons of cigarettes and four bottles of whiskey. It can be purchased at any time but cannot be removed from the player character's inventory until given to the lieutenant.
