Thomas Moore is the vocal abolitionist and proponent of opening the Vault City entrance to outsiders that wailed out his beliefs in the downtown of Vault City, in 2241.

Background[]

His unkempt hair and scruffy beard, contrast with his clothes that look clean and well-cared for.[2] Most citizens just ignore him, preferring not to talk to someone obviously crazy in their eyes. Moore was not born a vault citizen but managed to gain citizenship presumably by passing the arduous citizenship test to gain access to Vault 8 and citizenship. He became a Vault City citizen in 2240.

In reality, Thomas Moore is an undercover NCR agent gathering intelligence on Vault City and smuggling its technology outside. His contact is John Bishop of New Reno, to who the Chosen One can deliver a briefcase containing Moore's intel and a piece of Vault City tech.

Effects of player's actions[]

  • If the Chosen One is a slaver, they cannot do any quests with him until parroting his ideology in the speech interaction, by saying the options that sound similar to his rantings.

Other interactions[]

  • Moore can be ratted out to Joanne Lynette, which ends up with him being permanently banished from the city and his citizenship getting revoked.
  • The Chosen One can mention that he is a threat to Vault City to Lynette and offer to kill him, however she will refuse. Pushing the issue will have them exiled out of Vault City and their citizenship revoked.

Thomas Moore appears only in Fallout 2 and is mentioned in the Fallout Bible.

Behind the scenes[]

He is often believed to be a throwback to either Sir Thomas More or Michael Moore, but in fact he is just a reference to Chad Moore, one of the Fallout 2 developers.

Bugs[]

If plastic explosives detonate in his inventory, it will crash the game, unless two explosives are placed, with staggered timers (one set at 30 seconds, one at 40 seconds).[verified]
