The Ultimate Challenge is a paper note that was cut from Fallout 76, introduced in the Expeditions: Atlantic City update part one, Boardwalk Paradise.
The note is intended to be found at the Atlantic City Boardwalk, but is only placed in a test cell and cannot be acquired in-game.

So one day this flyer washes up at our camp, all dirty and half ripped to pieces. Some kind of Game in Atlantic City - bring your own weapons. Now I'm here, and the stories don't disappoint. Competitors dead and maimed, others crowned and showered in riches. The strong come out on top!
