The Emissary is a mysterious person randomly encountered in Appalachia in Fallout 76, introduced in the Invaders from Beyond update.
Background[]
The Emissary can be found wandering Appalachia in rare scene-type random encounters. The Emissary makes vague references to the Zetan aliens and their invasion. The Emissary appears to be noting instructions for someone named Carol[1][2] and mentions collecting samples for a material called Zetanium.[3] The Emissary claims that "when the Andromeda galaxy reaches its peak brilliance," it will mark the beginning of a "new age" for the human race.[4] The Emissary also makes references to "men from Mars,"[5] the Mysterious Guidestones[6] and Flatwoods, where a meeting is scheduled with a "friend."[7]

Other interactions[]
If found during a random encounter, the Emissary will not be hostile to the player. If interacted with, there are no dialogue trees, though the Emissary will say a few lines, calling the player character a neighbor. Eventually, the Emissary will surround the player character in an electrical white light. When the fade-to-white is over, the Emissary will have vanished. If the Emissary is attacked enough, combat will be engaged. If killed, there is a chance that the Emissary may drop a mysterious key, which will lead to Homer Saperstein.

- There are two versions of the random encounter with the Emissary. In one, the Emissary is alive, while in the other, the Emissary spawns dead.
- The Emissary's random encounters are only enabled when Invaders from Beyond is the current seasonal event, though the quest itself does not have to be active for the encounters to occur.

Behind the scenes[]
- The Emissary is based on the legend of the Men in Black, as made famous in the 1975 book The Mothman Prophecies. Supposedly, the Men in Black are frightening, inscrutable agents in suits who appear in the wake of UFO sightings to harass witnesses. Described as slightly "off" in every possible way, their very presence is said to be disorienting. They often seem confused about how to navigate basic human situations, and have a great deal of trouble communicating.
- In ufological lore, Men in Black are believed to be disguised or hybridized extraterrestrials.
- In the Fortean philosophy discussed in The Mothman Prophecies, Men in Black are understood as uncanny projections by some inarticulate force attempting to interact with humankind, possibly interdimensional, spiritual, or collectively psychic in origin.
- Skeptics have suggested that the urban legend has its origins in early ufological researchers fumbling interviews with rural witnesses, who were bewildered by the behavior of nerds in ill-fitting suits feigning government credentials.
- The G-Man from the Half-Life series is a well-known depiction of the ufological concept of the Men in Black.
- An emissary is a representative agent on a special mission, usually an ambassador sent to characterize and secure a new diplomatic relationship.
