Note goes into detail about the friction between the university students and the townsfolk over many generations. This will lay the groundwork for the tension between the students and the older townsfolk.
Describe the Halloween Block Party's history and back and forth approval from the town. 2040s Party was illegally held at the abandoned Asylum, which led the City Council to tear it down the following year. (have unmarked ruins on west edge of map)
City Council is currently apprehensive about this years party, but is working with the Students to make sure it's safe.
