Tangler was the leader of the Rippers gang from the Boneyard in 2161. He had a cybernetic arm that the Vault Dweller could obtain for the Blades as proof of the Rippers' downfall. Other than that, not much is known about him.

Tangler was going to appear in Fallout but, like the Rippers themselves, was cut from the final version of the game.
