BUG or not lootable items

i once encounterd a wasteland junkie wearing a white-red baseballcap and black with silver fully tinted glasses, when i killed him, i couldn't loot the baseball cap or the glasses. maybe this item isn't existing for youre character to bad because they where pretty cool

I'm pretty sure this is what script that is running when a random junkie is spawned because I just tried spawning half a dozen and they were all enemies till i talked to them, which they became allies or at least neutral.
