Bugged to hell

Tried everything. Cleared the entire area (there's nothing for miles so there's enough room for the settler to go onto the chair. Got 300 power, everything connected. Configured the device. Clem will go to device and the Overseer will go to it as well but says it isn't working. Tried sleeping, travelling, reloading. Connecting everything again. Redid the entire quest. All to no avail. The settler will walk upto the chair but CLEM IS IN THE WAY. Holy crap this quest is bugged so bad it's just sad.
