Met him in a wooden house south of Drumlin Diner at 9:45AM, so maybe the "he can only be encountered at night" note in the article is wrong?
I ran into him south of Drumlin Diner in a cabin with 2 scavengers that were passive. I had 2 settlements linked that each had a population of 17, so I'm not sure on the requirements for recruitment.

Answer: You have to have 20 connected population and a level 3 restaurant.
BUGS UPDATE: I hit the bug with Ron Staples (who is supposed to be able to be a level 4 Restaurant shopkeeper). I met him in his random event "Time to Party" in the cabin directly south of the Drumlin Diner. I have lots of connected population all over the map and a level 3 Restaurant in Sanctuary, and room there (18 settlers, Charisma of 10). So, he presented me the conversation dialog option to recruit him, so I recruited him to Sanctuary. Immediately, my settler count at Sanctuary went form 18 to 19. But he never started walking to Sanctuary. I waited days (both sleeping and actual gameplay time) and he never showed up. Then eventually my settler count dropped back down 1 to 18. So, I decided to follow the suggestion on the Fallout 4 Wiki here, http://fallout.fandom.com/wiki/Ron_Staples#Bugs, and went back to the site where I recruited him, and there was another random event there. Then I enabled him with the console commands "prid 00192357; enable", and he appeared in the cabin and he started walking (although he started walking south, away from Sanctuary). I then recruited him again and he turned and walked to Sanctuary. I followed him all the way there and made sure he arrived. Once he arrived he walked all the way to the middle of the town with everyone else and sat down in a chair. From the workshop menu, I was able to select him and assign him just like any other settler, and assigned him to my level 3 restaurant. (NOTE: I could assign or move him, but assigning him as a Supply/Provisioner was not an option... not that I'd ever consider doing that with a level 4 shopkeeper though). He walked over to the Restaurant and started acting like a shopkeeper would, polishing the countertop and all. However, he does not act like a level 4 shopkeeper. Even after a week of game time he still presents me the dialog with "recruit me" and he never has much caps (never more than a couple hundred) or good stuff (no legendaries or other impressive level 4 stuff) in inventory. He consistently has less caps than even my level 3 vendors do (or even the level 3 bartender that was there before I assigned Ron to the restaurant). He basically still behaves like he was when he was wandering the wasteland instead of a level 4 vendor.
Does anyone have Ron Staples successfully working as a level 4 shopkeeper? If so, do you have any idea how did you got that to happen?
I tried to fix this with a mod, and managed to assign and keep 6 of the unique merchants (all excepts Rylee are lvl 4, I'll try to fix her later). See here if you are interested http://www.nexusmods.com/fallout4/mods/5343/?
How to recruit Ron Staples? I have enough connected population and a level 3 Restaurant 。 I meet him , but he did not show the conversation dialog option to recruit him , just “curious”。 I try to "kill" and then "resurrect" but still show the recruit option...Anyone can tell me how to fix it?

So if we don't have the ability to recruit him when we see him, does that mean we miss our chance to have him? Does he ever reappear or is it a one shot thing? 18.104.22.168 06:08, January 10, 2016 (UTC)
- From what I understand, there's no limit to how many times you can encounter him (if you haven't recruited him). He only appears at night, however. --Xernoc (talk) 06:18, January 10, 2016 (UTC)
This dude for me is bugged as fuck, i prid id and then moveto player, and nothing happens, i player.moveto his id and im teleported but theres no one there, only way i found him is using ENABLE, but he does not offer me to work, even when i have around 60 settlers on my supply line
- So I found Ron again and I am able to recruit him now. I think the most recent patch fixed the problem. Before when I originally tried it I didn't realize you had to actually have a lvl 3 stand built before you could recruit him. Once I had a restaurant built, he never moved from his spot. Now I just tried it today and when I recruited him he teleported to my settlement. That being said, I don't see what makes him a lvl 4 food vendor. He seemed to sell things I can buy elsewhere, unless Dirty Wastelander is special. I am just happy he can be recruited at all. 22.214.171.124 06:16, March 22, 2016 (UTC)
Ron Staples/ Xbox One Edit
I'm happy to report that I finally was able to recruit Ron without any trouble to Sanctuary and assign him there to a Restaurant Emporium.
I didn't even had to sent him away and then quickly move him back to Sanctuary, he instantly went to the bar and began selling much more than he normally holds in his Random Encounter.. He had quite some more caps on him as well. (same story goes for The Scribe who I had no trouble recruiting and assigning as well.
Note that this all was on the Xbox One as well which is noted for it's numerous glitches/bugs with it's special merchants.
