Where is Walter Phebus, I can't find him anywhere. Is it possible if I completed "Beyond the Beef" quest BEFORE i can't start this one?

Unplayable[]

This two quests (Pheeble Will and Beyond The Beef) could be one of the best side quests in New Vegas, and yet we can thank Obsidian (again), for making them unplayable. Again, they created excellent quests that warm you up and in the end you get a cold shower...after you find out that you can't complete them. It's all because of: -tons of bugs making it almost impossible to complete -for some weird reason, you can't complete Beyond The Beef and then kill Gundersons. Personally, I tried killing Ted, then talking to Heck...which resulted in ultimate fail of Pheeble Will quest. -there is no way to lure Heck Gunderson somewhere else. Even if you try to steal something from him, he just starts shooting all over the place, but not moving anywhere...(sigh)

It seems that the only way to fully complete both quests is to be a cannibal yourself and work for Mortimer. :(

  • It seems perfectly possible to complete both quests: If you're evil, help Mortimer, kill Ted, and the Securitrons will kill Hank. If you're good, talk with Ethel to convince the Pheebles to leave in peace, thene rescue Ted. What's the problem?
Just load a previous save if you already spoke to Ethel, as she will only give you the option to leave peaceably once. Thecrystalcrow 13:04, December 7, 2010 (UTC)

Maybe one of the patches fixed something, because I had no problem with it. 1. Passed Barter check with Walter Pheebus accepting to kill Heck's son. 2. Offered Heck my help. Beyond the Beef started. 3. Yadda, yadda, I killed Ted. 4. Went back to Heck and told him the White Glove society did it, and they're all cannibals. He wanted to blockade the Strip; I passed a Speech check convincing him not to. Heck paid me for my trouble (ha ha!), White Glove fame (!), Strip fame. Beyond the Beef ended. 5. Walter paid me, or I could decline payment and earn positive karma. Pheeble Will ended.

Then I went back and reloaded an earlier save game, because I didn't I like this turn of events at all. Seeing Mortimer get bludgeoned to death is so much more entertaining. — Lovable Sociopath 13:52, November 30, 2011 (UTC)

Important Notes on Heck and the Barter Check[]

It seems like in the revenge scenario, the only thing the barter check effects is how many caps your rewarded upon completion. The reason I point this out is because you can still fail either one of these high checks (80 or 90) and still specifically choose to kill only Heck, or Ted (instead of both). You just recieve less caps for finishing the quest.

Furthermore, I'll doubley confirm that their is absolutely no way you can complete Beyond the Beef, and still kill Heck for the completion of Pheeble Will. In order to fully complete Beyond the Beef, you have to talk to Heck at the final step. This results in Walter and Ethel Phebus leaving the game (ultimately failing Pheeble Will). And vice versa, killing Heck at any point fails Beyond the Beef.

In my situation, I only wanted to kill Heck (since I figure kid is virtually innocent). But I couldn't pass the 90 barter check at the time. I purposely failed it to see if I could and it turns out you still can. All I had to do was go back inside, sneak in with my .44 magnum, slap on a stealth boy, and finally finish with a sneak attack critical head shot on Heck. Then back outside to complete the quest with Walter; in the process completely avoiding Ted. On a side note, I highly recomend not doing it this way. The .44 magnum makes a crap load of noise when you fire it, which will result in drawing in a lot of unwanted attention (lolz).

Finally, it looks like you can tell Walter that you don't want the reward when you go to turn it in. This in turn gives you good karma (somewhat similar to giving Med-X to Boxcars in Nipton). However, I don't know if you can still do this if you haggle for more caps at the start of the quest. Considering that you wanted more caps at the start, and then you tell him that you don't want them anymore at the end; just doesn't make much sense. But knowing this game your probably still allowed to. Since I just got the achievement for getting banned out of all the casinos on the stip, I would gladly take karma over caps.


You can complete Pheeble will and Beyond the beef. What I did was i completed beyond the beef for them the quest then ended. After this i put c4 in both their pockets went to the other side of the casino while hidden killed them, looted their corpses without any of the white glove members getting angry and returned to get my reward from the Pheeble's

Non-revenge method[]

"to accomplish Ethel's purpose requires a Perception of 7 or a Speech check of 75" As far as I can tell this is false. I can't find any way to persuade him using only 7 perception and not 75 Speech. Can anyone confirm? --Big Bouffant (talk) 01:53, September 15, 2015 (UTC)

I can confirm that 7 Perception doesn't give you an option to persuade Walter; speech 75 appears to be the only way. There is, however, a check for 7 Perception when you first talk to Walter that allows you to tell he's disturbed by more than just the heat; this is probably where the confusion came from. —Preceding unsigned comment added by 213.243.144.226 (talkcontribs) 18:31, April 22, 2018 (UTC). Reverse pickpocketing doesn't work[]

Wanted to try this quest by being evil for once and kill the Gunderson's, so I tried reverse pickpocketing dynamite into Heck Gunderson's pocket (and his bodyguard, I was real quick about it), and they did indeed explode, but apparently this way of "killing" isn't valid, because the quest didn't update as me having killed Heck. And upon closer examination of the mangled body it's possible to still see the head (or neck-stump I should say) moving like Heck's still sitting on the chair at the bar. So that's it, just wanted to note that I couldn't reverse pickpocket my way out of this quest. Sneak really is a dump skill, huh? RedSnt (talk) 09:01, 2 October 2023 (UTC)

The sneak attack criticals tho... But that's an interesting observation. Have you tried it again? Sometimes scripts don't fire as they should. 【Tagaziel】 09:42, 2 October 2023 (UTC)
