| + | Due to confusing viewing angles, I first scouted the upper rooms using the tcl console command. The safe did not have the Freefall Legs in it. I then quit the game without saving to guarantee clearing out the console command, ran the game again, reloaded, and used the X-01 jetpack (with buffjet, jetfuel, mirelurk egg omelette, etc.) to make it up there "legitimately." This time, the Freefall Legs were in the safe. I did not have the Institute quest for the building. Prerequisite to find the Freefall Legs?
I just cleared the lower part of the building when I was randomly walking around in the city. When I finished all the gunners there, I used the console command to enable "flying" out of curiosity and explored the higher levels. I found the chamber with the computer terminal with the backstory and the safe, but the safe did not contain the Freefall Legs. Only some random ammunition, pre-war money, and a modded gun. I am currently level 22 and my main story quest is to go to doctor Amari (beginning of "Dangerous Minds"). Is it possible for other players to find the Legs that early?
Odds are the loot doesn't spawn until you get the quest to properly reach that part of the building. This is true for a lot of things in Bethesda RPG's, but it's only speculation at this point, as we cannot look to see using the not yet released CK/GECK for the game.
