If Frank had such low intelligence, then why was he a secret service agent sent out on missions and not mopping floors?
Simple. The man's a tank. He makes Power Armor look like a vault suit. You don't have a man with a Pulitzer prize write children's books. You use him at what he's best at. In this case, fucking people up.

Article has no information about amount of Horrigans hit points (999?) and his weapons features (End Boss Plasma Gun, End Boss Melee Weapon). Per said, that the PC can grab those things killing somebody on the hex, where Horrigans body lies.
Supermutant Definition and a lot of Doubts .
- Horrigan is not exactly a supermutant, understood as unradiated human, massivly exposed on FEV.
- According to sgt. Granite, he is some genetically engineered freak, more than half machine. So it is misunderstanding to create Fallout 2 mods with Horrigan's armor used by the human PC.
- Fallout Bible timeline information about Horrigan's FEV contamination can be uncanonical and unlogical, because: (1) Enclave forces left excavated Mariposa Military Base r e c e n t l y - according to entering text for level 1 (2241 or 2242 year), Enclave Patrolman bodies are stil fresh and after second entrance into the base dead bodies change to a blood strains; (2) Advanced Power Armor should prevent biocontaminations, its external featers are very similar to Enviromental Armor/Suit, there were in Mariposa other Enclave grunts equipped with Advanced Power Armors.
- possible explanation: Horrigan was affected by minor FEV contamination (eg. because of armor damage, like this occured in the Glow).
There are other non easy to classify mutant characters in Fallout like Harold and Talius. They were exposed on FEV, but they are looking like ghouls. Even Master wasn't a "pure" supermutant (he was crossed with TV set). dotz

Wouldn't Liberty Prime make a pancake out of Horrigan if given the chance? Why does it say that he might be the deadliest entity to walk the Wasteland?

That could be for game play reasons. However, I do agree that prime will beat Frankie because he is a large hunk of metel about 40 feet tall and frank is only 12 feet tall. Also, Prime can kill absolutely anything with one quick hit, even behemoth. (AtheistMetal)

Frank horrigan has a high resistance to lasers,i used a laser rifle on him on my first fight with him and it didnt do anything
- Now, that's a good point, but it brings up another good point... Frank may have awesome resistance to "laser damage," but there's no such thing as "laser damage" or "laser resistance" in Fallout 3. That means the Liberty Laser isn't coded to do "laser damage"... it just does "damage." So I'm not sure Franky-boy's laser resistance or "threshold" stats would help him. Likewise, the Liberty Laser would be mitigated by Fallout 3's "damage resistance," but poor Frank, being a Fallout 2 character, doesn't have any overall DR, because it's strictly a Fallout 3 stat. (Hello, Unknown here) If Frank was put into the world of Fallout 3, His stats WOULD INDEED be modified for Fallout 3 BUT!!!!! If Liberty Prime was put into the world of Fallout 2, then HIS stats would be modified for being game for the Chosen One. It would be true that he (like Horrigan) would put up a HELLOFA fight, but... THINK ABOUT IT (Both same size) and a gatling plasma gun in fallout 3, imagine the damage that would do.

Frank has 999 health like in the game BUT! if they went in a epic clash for eons to come frank would try to pick off prime with his plasma ( which deals more damage then the normal) but since prime is like a mini god or something itll make a small effect, prime while being shot at will use his eye lazers which has a lot of spread will miss but will deal splash damage. when prime gets close, reaction. use mini nukes. franks reaction is to dodge by running really. but then prime will switch to lasers which has a 45% chance of hitting frank. even if they do frank has armor. VERY good armor. frank, if he manages to figure this out he will make a throw of faith with his knife at primes head.35% chance of head getting hit. who wins? prime. if frank gets lucky he will win. or that they both attract chuck norris which chuck norris: ROFL nubs fighting. must kill nubs. prime and frank= alliance to kill chuck norris. epic clash for more eons to come. who wins? nobody. they tie and decide go their ways. now for the internet ways. frank wanders searching for nubs who think their like chuck norris. prime goes hunting for the strong nub hunters. they find each other.frank does nothing but prime starts attacking. frank starts to get pissed and attacks. Liberty Laser damage: 1000
Frank Horrigans Laserresistan: 20/80%, or in other words: from that 1000 damage, a max of 180 can happen. Horrigans Armorclass is also 45. For all the 11 year old fanboys who haven't played Fallout 2, that means a 45% chance that the laser hits, but does ZERO damage. Prime needs around 20 shots to take Frank down. Well, Frank does 90 to 210 damage in one burst and can burst 3 times per turn, doing 270 to 630 damage. Prime has NO ARMOR WHATSOEVER for some reason (Yeah, 0/0% with an armorclass of 0). He has just godmode on because they were to lazy to write a full npc. Frank does the full 270 to 630 damage in his turn, while prime does... wait. Fallout 3 and 4 don't have a turn based system, which brings me to this. You can't compare numbers from games as different as these, they are not made for this.
As someone you spend 500 hours in fallout 3, 200 in Fallout 4 and a lot more in the old games i can tell you: They are around the same power level, with Frank Horrigan maybe being a little bit stronger, but who knowes. And before someone starts with "nostalgia", i started with Fallout 3 so fa of m8.

I think that if frank uses complete sentences then he must be more intellient than most other 2nd gen super mutants even though technically i consider frank a quote "Next Gen".
Glitch when fighting Frankie[]
I have FO2 1.02 USA (GOG version) with SFall and Hi-rez Textures and Frank is glitched. He takes no damage from critical hits, at all. "Frank Horrigan was critically hit in the eyes for no damage". And that's on lvl 31 with 151 SG & Gauss (or Pulse Rufle @ 151 EW). All perks are geared towards crits (More Crits, Better Crits, Sharpshooter, Sniper etc.), so having him take no damage from 95% of your attacks is just annoying. The turrets and NPC's deal no damage on crits either. Only non-critical attacks actually cause damage. Why are you comparing Horrigan's actual intelligence, to strictly technical data? Caesar, for example, has a low intelligence score, yet this obviously is not the case.
Don't look at the technical data so literally. Especially when, as another example, Sergeant Dornan technically has a female proto id, yet he and his voice actor are obviously males. 寧靜
