Prolly best if you can immobilise target first. Like Repcon headquarters, for instance. Robotic Expert can deactivate all robots then we can beat on them with impunity. Then places where there are lot of cover so others wont interfere, like Repconn testsite basement.

But key tactic is to use a series of chems to increase unarmed damage: weapon ritual , Poison, Psycho, Slasher, Boxing Times, True Police Stories and increase AP for repeated use: Rushing water, Jet of various kinds, Sugar Bombs, Nuka-Cola Victory, Trail mix...
