i checked the locations listed and did not find the outfit in any of these places. i know the guy in prim had it but i sold that one before i knew it was useful. the rest of the locations i believe are random. the wastewander guy at the toxic site was still alive and all the still dressed dead guys in the town hall (not mayors office) had other outfits.
