The note is always available in the Statesman Hotel, regardless of whether you have done Reilly's Rangers quest or not. Just go to the Statesman Hotel anytime and retrieve the note. --Smurf41 00:29, December 30, 2009 (UTC)
All you have to do is take the elevator to the top floor and make your way down to the correct floor, if you have already finished the ranger quest. Front24237 21:45, April 28, 2010 (UTC)

I finished the Stealing Independence without meeting Sydney at all (it was my first play, always following the left wall was a stupid idea). I read the Stealing Independence article afterwards, and I felt bad that she just disappeared in my game. So I found commands that allowed me to put her in the same state as if I met her. I think it could be useful for other people too.

It worked without issue for me. Maybe this workaround could be improved... Or maybe there is a way without using console... Though, it was not easy for me to find out this trick.
to get this faster you could use the console. there are 2 ways.. additem or player.moveto b3974 . the zeros aren't needed since its the default fallout 3 and no dlc needed. Theres no object reference ID of this item on the forum so i was thinking you might wanna have it (Annonymus)

The quotations around note was always understood by me to indicate that it was not actually in written form. I do not have an issue with removing the quotation and feel it gave us an opportunity to clarify more accurately its nature.
