The note can be found at the Harpers Ferry tunnel, on a desk in the room to the south of the waterline console and overlooking the large machine, during Out of the Blue.

Boss man pulled me aside and asked me to go check out the pump area.
Says he was down there the other day and heard something that sounded like a trapped farm animal.
