Location
The note can be found on the third floor of the AVR Medical Center, sitting inside a desk cubby in an office. It is on the third floor, above the room with the locked door and keypad.

You were right to have me inventory the prescription drugs locker. Turns out we're missing three boxes of painkillers. I'm not sure who the thief is but we can't afford to lose any more supplies.
