The adopted son of Stanley and Beactrice Armstrong, Steve was sick for much of the Lone Wanderer's youth, and you remember him only vaguely, and through conversations with Stanley. Steve is found dead as you investigate the mob-rule over at Vault 101.
In the commotion of the rioting, Steve found himself near the entrance of the vault. His sneaking around did not go so well, and ended up being discovered by guards, and consequently, was killed by them.
