Stained note is a paper note in Fallout 76.
Location
It is found in one of the port-a-potties outside the furnace building at Grafton Steel. It cannot be picked up.

Zak and Mike have been keeping an eye on Fortney during his shift rotation and it seems he's been taking his smoke breaks up at the top of the furnace. We'll corner him for a little chat then see what we can do about the robot pods in the admin building.
Won't stop them for ever, but it will at least give us time to regroup with Raleigh.
