Squatters are generic characters found on the beach at the Shi-town Docks in San Francisco in Fallout 2.
Background[]
Transients from outside of San Francisco, squatters[1] have set up a small camp on the beach beneath the docks. Although dirty and unkempt,[2][3] the squatters love living on the beach[4] and consider their camp to be the best home in years,[5] in particular due to the sea breeze,[6] fresh fish and other two-headed sea food every night,[7] and the absence of bosses and governments.[8]
The squatters live together with their kids,[9] believing that they love the beach.[10] The kids don't seem to share the sentiment,[11] due to the dead fish,[12] disgusting sights,[13] and odd smells.[14] They do seem to enjoy swimming in the waters[15] and playing in general.[16]
The squatters live outside the Shi power structure, considering them an "interesting" group of neighbors,[17] and plan to move on sometime in the future.[18] Living outside the protection of Shi society makes them vulnerable to assault, as they don't have guards.[19][20][21]

Behind the scenes[]
- The use of the term "oppressor" to describe the attacking player character and mentions of "giving up the protection of society" suggest they are intended to be a caricature of anarchist squatters.
